حركة بدائل مواطنة تنظم ورشة تفكيرية حول « حرية الرأي والتعبير والفضاء المدني: نحو مقاربة تشاركية لتعزيز الحقوق والحكامة الديمقراطية

في إطار مشروع « صوتي – حريتي » (My Voice – My Freedom)، نظمت حركة بدائل مواطنة ورشة تفكيرية حول موضوع « حرية الرأي والتعبير والفضاء المدني: نحو مقاربة تشاركية لتعزيز الحقوق والحكامة الديمقراطية« ، بمشاركة نخبة من الباحثين والباحثات الجامعيين، والخبراء القانونيين، وفاعلي وفاعلات المجتمع المدني، والإعلاميين والإعلاميات، إلى جانب عدد من الشباب والشابات المهتمين بقضايا الحقوق والحريات والديمقراطية.

وتندرج هذه الورشة في إطار الدينامية التي يقودها المشروع من أجل تعزيز حرية الرأي والتعبير، وتقوية الفضاء المدني، وترسيخ مبادئ الحكامة الديمقراطية والمشاركة المواطنة، من خلال خلق فضاءات للحوار والتفكير الجماعي حول أبرز القضايا المرتبطة بالحقوق والحريات بالمغرب.

وشكلت الورشة مناسبة لفتح نقاش معمق حول واقع حرية الرأي والتعبير بالمغرب، والتحولات التي يشهدها الفضاء المدني في ظل المتغيرات القانونية والرقمية والاجتماعية، مع الوقوف عند التحديات التي تواجه الفاعلين المدنيين والإعلاميين والمدافعين عن حقوق الإنسان، واستعراض فرص تطوير بيئة أكثر انفتاحاً تضمن ممارسة الحقوق والحريات في إطار احترام الدستور والقوانين والالتزامات الدولية للمملكة.

كما ناقش المشاركون والمشاركات عددا من المحاور المرتبطة بالإطار القانوني المنظم لحرية الرأي والتعبير، وأدوار المجتمع المدني في حماية الحقوق والحريات، والعلاقة بين الإعلام والفضاء الرقمي وحرية التعبير، إضافة إلى أهمية الحوار بين مختلف الفاعلين من أجل تعزيز الثقة وتوسيع مجالات المشاركة المواطنة، بما ينسجم مع مبادئ الحكامة الجيدة والديمقراطية التشاركية.

وعرفت الورشة تفاعلا نوعيا من مختلف المشاركات والمشاركين، الذين قدموا مداخلات أغنت النقاش من زوايا قانونية وحقوقية وإعلامية وأكاديمية، مع تبادل التجارب والخبرات حول سبل تعزيز الفضاء المدني وتطوير آليات الترافع والتنسيق بين مختلف الفاعلين.

أبرز خلاصات الورشة

خلصت أشغال الورشة إلى مجموعة من الملاحظات الأساسية، من أبرزها:

• أن حرية الرأي والتعبير تعد حقاً دستورياً وأحد المرتكزات الأساسية لأي نظام ديمقراطي، غير أن ممارستها تظل مرتبطة بضرورة توفير بيئة قانونية ومؤسساتية تضمن حماية هذا الحق وتعزز ممارسته بشكل مسؤول.
• يشكل الفضاء المدني ركيزة أساسية في تعزيز المشاركة المواطنة، وتتطلب ديناميته تعزيز الحوار والتعاون بين المجتمع المدني والمؤسسات العمومية والجامعة ووسائل الإعلام.
• أفرز التحول الرقمي فرصاً جديدة للتعبير والمشاركة، لكنه في المقابل طرح تحديات مرتبطة بالأخبار الزائفة وخطابات الكراهية وحماية المعطيات الشخصية والأمن الرقمي، مما يستدعي تعزيز الثقافة الرقمية والوعي بالحقوق والواجبات في الفضاء الإلكتروني.
• أكدت النقاشات على أهمية دعم استقلالية المجتمع المدني، وتوفير بيئة تشجع المبادرات المدنية والشبابية، بما يساهم في ترسيخ الثقة بين المواطنين والمؤسسات.
• برزت الحاجة إلى تطوير آليات الحوار والتشاور العمومي، بما يسمح بإشراك مختلف الفاعلين في إعداد وتتبع وتقييم السياسات العمومية ذات الصلة بالحقوق والحريات.

توصيات الورشة

وفي ختام أشغالها، أوصى المشاركون والمشاركات بما يلي:

• تعزيز حماية حرية الرأي والتعبير وفقاً للمقتضيات الدستورية والاتفاقيات الدولية ذات الصلة.
• دعم الفضاء المدني باعتباره شريكاً أساسياً في التنمية الديمقراطية وترسيخ حقوق الإنسان.
• تشجيع الحوار المنتظم بين المجتمع المدني والجامعة والمؤسسات العمومية ووسائل الإعلام لإنتاج معرفة مشتركة واقتراح حلول عملية للتحديات الراهنة.
• تعزيز قدرات الشباب والفاعلين المدنيين في مجالات الترافع، والحقوق الرقمية، وآليات المشاركة المواطنة.
• تطوير مبادرات للتربية على حقوق الإنسان والمواطنة الرقمية، وترسيخ ثقافة الحوار واحترام الرأي والرأي الآخر.
• مواصلة التنسيق بين مختلف الفاعلين من أجل بلورة مبادرات وتوصيات عملية تسهم في توسيع وحماية الفضاء المدني، وتعزيز الحكامة الديمقراطية.

واختتمت الورشة بالتأكيد على أن حماية حرية الرأي والتعبير وتقوية الفضاء المدني تمثلان مدخلا أساسيا لتعزيز الديمقراطية وترسيخ دولة الحق والقانون، وأن التعاون بين مختلف الفاعلين يشكل رافعة حقيقية لبناء مجتمع أكثر انفتاحاً ومشاركة واحتراماً لحقوق الإنسان.

Le Mouvement Alternatives Citoyennes organise un atelier de réflexion sur « La liberté d’expression et l’espace civique : vers une approche participative pour renforcer les droits et la gouvernance démocratique »

Dans le cadre du projet « My Voice – My Freedom (صوتي – حريتي) », le Mouvement Alternatives Citoyennes (ALCI) a organisé un atelier de réflexion sur le thème « La liberté d’expression et l’espace civique : vers une approche participative pour renforcer les droits et la gouvernance démocratique », réunissant des universitaires, des experts juridiques, des représentants de la société civile, des journalistes ainsi que des jeunes engagés dans les questions des droits humains, de la démocratie et de la participation citoyenne.

Cet atelier s’inscrit dans les actions du projet visant à promouvoir la liberté d’expression, à renforcer l’espace civique et à consolider les principes de la gouvernance démocratique à travers la création d’espaces de dialogue et de réflexion collective autour des enjeux liés aux droits et libertés au Maroc.

Les échanges ont porté sur l’évolution de la liberté d’expression au Maroc, les défis juridiques, institutionnels et numériques auxquels fait face l’espace civique, ainsi que sur les moyens de construire un environnement plus ouvert, inclusif et protecteur des droits fondamentaux. Les participants ont également discuté du rôle de la société civile, des médias, des universités et des institutions publiques dans la promotion des droits humains et du dialogue démocratique.

Les discussions ont mis en évidence plusieurs constats majeurs, notamment la nécessité de renforcer les garanties de la liberté d’expression, de préserver un espace civique dynamique et indépendant, d’encourager la participation des citoyens, en particulier des jeunes, et de développer une culture numérique responsable conciliant liberté d’expression, lutte contre la désinformation et protection des droits fondamentaux.

Principales conclusions

Les participants ont souligné que :

• La liberté d’expression constitue un droit fondamental et un pilier essentiel de toute société démocratique.
• Le renforcement de l’espace civique nécessite un dialogue permanent entre les institutions publiques, la société civile, les universités et les médias.
• La transformation numérique offre de nouvelles opportunités de participation citoyenne tout en soulevant des défis liés à la désinformation, aux discours de haine et aux droits numériques.
• Le développement de mécanismes participatifs et inclusifs demeure indispensable pour renforcer la confiance entre les citoyens et les institutions.

Recommandations

À l’issue des travaux, les participants ont recommandé de :

• Renforcer la protection juridique de la liberté d’expression conformément à la Constitution et aux normes internationales des droits humains.
• Soutenir un espace civique ouvert, sûr et favorable à l’engagement citoyen.
• Développer les capacités des jeunes et des organisations de la société civile en matière de plaidoyer, de participation citoyenne et de droits numériques.
• Promouvoir le dialogue multipartite entre les universités, les institutions publiques, les médias et la société civile.
• Encourager l’éducation aux droits humains, à la citoyenneté démocratique et à l’éducation aux médias afin de favoriser une participation citoyenne responsable.

Les travaux se sont conclus par un consensus sur le fait que la protection de la liberté d’expression et le renforcement de l’espace civique constituent des conditions essentielles pour consolider l’État de droit, la gouvernance démocratique et une participation citoyenne effective.

As part of the « My Voice – My Freedom » project, Mouvement Alternatives Citoyennes (ALCI) organized a reflection workshop entitled « Freedom of Expression and Civic Space: Towards a Participatory Approach to Strengthening Rights and Democratic Governance. » The event brought together academics, legal experts, civil society representatives, journalists, and young activists engaged in promoting human rights, democracy, and civic participation.

The workshop forms part of the project’s broader efforts to promote freedom of expression, strengthen civic space, and reinforce democratic governance by creating inclusive platforms for dialogue and collective reflection on key human rights issues in Morocco.

Participants engaged in in-depth discussions on the current state of freedom of expression in Morocco, examining the legal, institutional, and digital challenges affecting civic space. The workshop also explored ways to foster a more open, inclusive, and rights-based environment while highlighting the complementary roles of civil society organizations, universities, public institutions, and the media in promoting democratic values and protecting fundamental freedoms.

The discussions emphasized several key findings, including the need to strengthen safeguards for freedom of expression, preserve an independent and vibrant civic space, encourage meaningful citizen participation—particularly among young people—and promote responsible digital citizenship capable of addressing misinformation, hate speech, and emerging digital rights challenges.

Key Findings

Participants agreed that:

• Freedom of expression is a fundamental human right and a cornerstone of democratic governance.
• Strengthening civic space requires continuous dialogue and cooperation among public institutions, civil society, academia, and the media.
• Digital transformation creates new opportunities for civic participation while also generating challenges related to misinformation, hate speech, digital security, and the protection of fundamental rights.
• Inclusive participatory mechanisms are essential to strengthening trust between citizens and public institutions.

Recommendations

The workshop concluded with the following recommendations:

• Strengthen legal and institutional safeguards for freedom of expression in line with constitutional principles and international human rights standards.
• Promote an open, safe, and enabling civic space that supports active citizenship.
• Build the capacities of young people and civil society organizations in advocacy, civic engagement, and digital rights.
• Foster multi-stakeholder dialogue among academia, civil society, public institutions, and the media.
• Promote education on human rights, democratic citizenship, media literacy, and responsible digital participation.

The workshop concluded with a shared commitment to continue promoting dialogue and cooperation among all stakeholders, recognizing that protecting freedom of expression and strengthening civic space are essential foundations for democratic governance, the rule of law, and meaningful citizen participation.
