في إطار التجمع الإفريقي لشراكة الحكومة المفتوحة، شارك السيد عماد إمام، الممثل الإقليمي للشراكة الدولية للميزانية (International Budget Partnership – IBP) بمنطقة الشرق الأوسط وشمال إفريقيا، في ندوة حول المشاركة في الميزانية.

وخلال هذه الندوة، استعرض السيد إمام النتائج الأخيرة لمسح الميزانية المفتوحة بالمغرب لسنة 2025، والذي يتم إنجازه بشراكة مع حركة بدائل المواطنة بالمغرب.

وتبرز هذه النتائج التقدم الذي أحرزته المملكة المغربية في مجالات الشفافية والمشاركة والرقابة، كما تؤكد على أهمية تعزيز انخراط المواطنات والمواطنين في مختلف مراحل دورة الميزانية.

وقد عرف هذا اللقاء حضور ممثلين عن المجتمع المدني من كل من الكونغو، بنين، السنغال، والمغرب، في إطار تبادل التجارب وتعزيز التعاون الإفريقي في مجال الحكامة المالية.

ويذكر أن حركة بدائل مواطنة، بتنسيق مع الشراكة الدولية للميزانية (IBP)، تعمل على إنجاز مسح الميزانية المفتوحة منذ سنة 2021، حيث شكل هذا الورش مجالا للتعاون المشترك مع عدد من الشركاء الدوليين والوطنيين، بهدف دعم الإصلاحات التي تنهجها الدولة المغربية في اتجاه تعزيز نجاعة الأداء المالي وترسيخ مبادئ الشفافية والمساءلة.

Dans le cadre du rassemblement africain du Partenariat pour un gouvernement ouvert, M. Emad Emam, représentant régional de l’International Budget Partnership (IBP) pour la région Moyen-Orient et Afrique du Nord, a participé à une table ronde consacrée à la participation au budget.

Au cours de cette rencontre, M. Emam a présenté les résultats récents de l’Enquête sur le budget ouvert au Maroc pour l’année 2025, réalisée en partenariat avec le mouvement Alternatives Citoyennes au Maroc.

Ces résultats mettent en évidence les progrès réalisés par le Royaume du Maroc en matière de transparence, de participation et de contrôle, tout en soulignant l’importance de renforcer l’implication des citoyennes et citoyens à toutes les étapes du cycle budgétaire.

Cette rencontre a connu la participation de représentants de la société civile du Congo, du Bénin, du Sénégal et du Maroc, dans une dynamique d’échange d’expériences et de renforcement de la coopération africaine en matière de gouvernance financière.

Il convient de rappeler que le mouvement Alternatives Citoyenne, en coordination avec l’IBP, réalise l’Enquête sur le budget ouvert depuis 2021. Ce chantier constitue un cadre de collaboration avec plusieurs partenaires nationaux et internationaux, visant à appuyer les réformes engagées par l’État marocain pour améliorer la performance financière et renforcer les principes de transparence et de redevabilité.

As part of the African gathering of the Open Government Partnership, Mr. Emad Emam, Regional Representative of the International Budget Partnership (IBP) for the Middle East and North Africa region, participated in a panel discussion on budget participation.

During this event, Mr. Emam presented the latest results of the 2025 Open Budget Survey in Morocco, conducted in partnership with the Alternatives Citoyenne movement in Morocco.

These results highlight the progress made by the Kingdom of Morocco in terms of transparency, participation, and oversight, while emphasizing the importance of strengthening citizen engagement throughout all stages of the budget cycle.

The meeting brought together civil society representatives from Congo, Benin, Senegal, and Morocco, fostering the exchange of experiences and strengthening African cooperation in financial governance.

It is worth noting that the Alternatives Citoyennes movement, in coordination with IBP, has been implementing the Open Budget Survey since 2021. This initiative has served as a platform for collaboration with several national and international partners, aiming to support ongoing reforms led by the Moroccan government to enhance financial performance and promote transparency and accountability.
