في إطار مشروع: الحكامة في خدمة التنمية بشراكة مع المعهد الجمهوري الدولي، والذي يندرج ضمن برنامج « تعزيز المساءلة من خلال المشاركة المدنية » الهادف إلى ترسيخ الإنجازات في مجالات الشفافية والعدالة والنزاهة والديمقراطية التشاركية، وتمكين جميع المواطنين، رجالا ونساء، من مراقبة وتقييم عمل الجماعات الترابية من خلال آليات تشاركية، وكذا تقوية القدرات التنظيمية والمعرفية حول آليات وسبل ترسيخ قيم الشفافية والديمقراطية التشاركية على المستويين المحلي والجهوي، إضافة إلى ترسيخ تجربة الحكومات المحلية المنفتحة؛
عملت حركة بدائل مواطنة على تعزيز أجواء الثقة بين المنتخبين والأجهزة الإدارية والجمعيات من أجل إرساء حكومة محلية منفتحة، كما مكنت الجماعات الترابية والجمعيات من الأساسيات والأدوات التي ساعدتها على إنجاح تجربة الانضمام إلى الحكومات المحلية المنفتحة، وساهمت كذلك في تقوية قدرات الجمعيات في مجالات المساءلة والشفافية والحق في الحصول على المعلومة
وفي هذا السياق، نظمت حركة بدائل مواطنة لقاءات جهوية خلال شهر يوليوز 2024 تحت شعار: « الشفافية والمساواة بين الجنسين: أدوات لتعزيز الحكومة المنفتحة المحلية »، وذلك بهدف فتح النقاش والتداول بين الفاعلين المحليين من جمعويين ومنتخبين حول القضايا المرتبطة بأدوار الحكومات المحلية المنفتحة في تعزيز الشفافية والولوج إلى المعلومة المالية، وكذا تعزيز المساواة بين الجنسين
كما شكلت هذه اللقاءات فرصة للتداول حول أدوار الجمعيات في دعم الحكومة المحلية والتأثير على سياسات النوع الاجتماعي، من خلال تسليط الضوء على
- قيم الشفافية المالية كمدخل من مداخل الحكامة الجيدة وتعزيز المساءلة؛
- الحق في الولوج إلى المعلومة المالية بين الواقع والمأمول؛
- سياسات النوع الاجتماعي في الحكومات المنفتحة: الواقع والإكراهات.
وتخللت هذه اللقاءات ورشات تفاعلية تمحورت حول
- دور الجمعيات في تعزيز الحكومة المحلية المنفتحة: تصورات واستراتيجيات؛
- الميزانية المستجيبة للنوع الاجتماعي ودور الجمعيات في التأثير على سياسات النوع الاجتماعي.

Le Mouvement Alternatives Citoyennes lance ses rencontres régionales sous le thème :
« Transparence et égalité de genre : des leviers pour renforcer le gouvernement local ouvert dans la région Fès-Meknès »
Dans le cadre du projet « La gouvernance au service du développement », mis en œuvre en partenariat avec l’Institut Républicain International (IRI), et s’inscrivant dans le programme « Renforcer la redevabilité à travers la participation citoyenne », visant à consolider les acquis en matière de transparence, d’équité, d’intégrité et de démocratie participative, tout en permettant à l’ensemble des citoyens, femmes et hommes, de suivre et d’évaluer l’action des collectivités territoriales à travers des mécanismes participatifs.
Ce projet a également pour objectif de renforcer les capacités organisationnelles et cognitives autour des mécanismes et des moyens de promouvoir les valeurs de transparence et de démocratie participative aux niveaux local et régional, ainsi que de consolider l’expérience des gouvernements locaux ouverts à travers :
- Le renforcement d’un climat de confiance entre élus, administrations et associations en faveur d’un gouvernement local ouvert ;
- L’appui aux collectivités territoriales et aux associations par des outils et des ressources facilitant leur adhésion et leur réussite dans l’initiative des gouvernements locaux ouverts ;
- Le renforcement des capacités des associations en matière de redevabilité, de transparence et du droit d’accès à l’information.
Dans ce cadre, le Mouvement Alternatives Citoyennes organise des rencontres régionales durant le mois de juillet 2024 sous le thème :
« Transparence et égalité de genre : des outils pour renforcer le gouvernement local ouvert »,
dans l’objectif d’ouvrir le débat et favoriser les échanges entre les acteurs locaux — associations et élus — autour des enjeux liés aux rôles des gouvernements locaux ouverts en matière de transparence, d’accès à l’information financière, ainsi que de promotion de l’égalité de genre.
Ces rencontres visent également à débattre du rôle des associations dans le renforcement de la gouvernance locale et leur capacité à influencer les politiques de genre, à travers la mise en lumière des axes suivants :
- Les valeurs de la transparence financière comme levier de bonne gouvernance et de redevabilité ;
- Le droit d’accès à l’information financière : état des lieux et perspectives ;
- Les politiques de genre dans les gouvernements ouverts : réalités et contraintes.
Des ateliers interactifs seront également organisés autour de :
- Le rôle des associations dans la promotion du gouvernement local ouvert : visions et stratégies ;
- La budgétisation sensible au genre : rôle des associations dans l’influence des politiques de genre.

The Alternative Citizen Movement launches its regional meetings under the theme:
“Transparency and Gender Equality: Tools to Strengthen Open Local Government in the Fes-Meknes Region”
As part of the project “Governance in the Service of Development,” implemented in partnership with the International Republican Institute (IRI), and within the framework of the program “Strengthening Accountability through Civic Participation,” which aims to consolidate achievements in transparency, equity, integrity, and participatory democracy, while enabling all citizens — women and men — to monitor and evaluate the work of territorial collectivities through participatory mechanisms.
The project also seeks to strengthen organizational and knowledge capacities regarding mechanisms and approaches to promote transparency and participatory democracy at local and regional levels, as well as to reinforce the experience of open local governments through:
- Strengthening trust between elected officials, public administrations, and civil society organizations to promote open local governance;
- Supporting territorial collectivities and civil society organizations with tools and resources to successfully engage in open government initiatives;
- Enhancing the capacities of civil society organizations in accountability, transparency, and the right to access information.
In this context, the Alternative Citizen Movement is organizing regional meetings during July 2024 under the theme:
“Transparency and Gender Equality: Tools to Strengthen Open Local Government”,
with the aim of fostering dialogue and exchange among local stakeholders — including civil society actors and elected officials — on issues related to the role of open local governments in enhancing transparency, access to financial information, and gender equality.
These meetings will also provide a platform to discuss the role of civil society organizations in strengthening local governance and influencing gender policies, by highlighting the following themes:
- Financial transparency as a key entry point for good governance and accountability;
- The right to access financial information: current situation and future prospects;
- Gender policies in open governments: realities and challenges.
Interactive workshops will also be held on:
- The role of civil society in promoting open local government: visions and strategies;
Gender-responsive budgeting: the role of civil society in influencing gender policies
